This edition contains an itemized scientific and practical commentary to the Law of Ukraine "On access to public information", which was adopted on January 13 and entered into force on May 9, 2011. This Comment initiated by the Verkhovna Rada Committee on freedom of expression and information, which the Law "On Committees of the Verkhovna Rada of Ukraine" has the right within its competence "to clarify the application of laws provisions of Ukraine".

The Comment text prepared by reputable media lawyers who were part of the working group on drafting the Law "On access to public information" and the new edition of the Law "On information" - Roman Golovenko, Dmytro Kotlyar, Oksana Nesterenko, and Taras Shevchenko. In the preparation of the commentary to articles 13 and 23 assistance was provided by Roman Kuybida.

The Commentary disclosed the terms used in the Law, explained in detail the content of its provisions and provides examples and recommendations for its use. In cases where this is necessary, the authors explain the mechanism of application of the Law in interaction with other laws of Ukraine, in particular, with the new edition of the Law "On information", which was adopted and entered into force simultaneously with the Law "On access to public information". To understand the Law in light of international standards Comments used practice of the European court of human rights, Council of Europe Convention on access to official documents and other documents. In preparing the commentary it was also considered the first administrative and judicial practice of application of the Law after it comes into force.

In interpreting the provisions of the Law, particularly controversial, the authors proceed from its basic principles is the right to access to information, the presumption of openness of public information, simple information obtaining.

The commentary is intended for wider circle of readers, but primarily on those who use the Law in their daily practice, including civil servants, employees of local governments, judges, journalists, social activists.
